Drug testing of Riders
Acceptance of the urgent recommendations of Eventing Safety Committee confirmed
Top
Delegation appointed to visit Athens 2004 Olympic Games OC
On 29 May 2000, the Executive
Board held a phone conference. Among the items discussed were the following:
The 2001
World Cup Dressage Final was allocated to Sao Paolo (BRA) from 6 to 8 April.
The 2001
Open European Endurance Championship was allocated to Perugia (ITA) at a date to be confirmed.
The 2001 Open Pan American Endurance Championship was allocated to Vermont (USA) at a
date to be confirmed.
The Executive Board confirmed the changes to the Eventing Rules
decided upon by the Eventing Committee, following the recommendations of the Eventing Safety
Committee. (see FEI Press News 14, 19 May).
The Chairman of the Strategic Planning
Committee, reported on the recent meeting of the Committee in Lausanne. The FEI Strategic
Plan, was revised to include the comments made during the 2000 General Assembly. A timeline
with list of responsible persons was developed.
The Executive Board appointed a Top
Delegation for a pre-visit of Athens 2004 Olympic Games equestrian venue. The members of the
delegation, FEI President, H.R.H. The Infanta Doña Pilar de Borbón, the Secretary
General Dr Bo Helander and the Manager of the Olympic department, Catrin Norinder, will visit
Athens in October 2000 to discuss the timetable of the equestrian competitions and the
preparation of the equestrian facilities.
The Executive Board studied the updated IOC
list of prohibited substances for competitors. This list has been adapted by the recently
created World Anti Doping Agency (WADA) and concerns drug testing both within and outside
the competitions. The Secretary General, the FEI Medical Advisor, Mr Lloyd Parry, and
representatives of WADA will review this list considering specifics of equestrian sport.
The official list will be communicated to the National Federations shortly.
JUDICIAL COMMITTEE MEETING
The Judicial Committee held a three-day meeting in Madrid
from 26-28 May. The Committee had a conference call over the telephone prior to this meeting on
15 May 2000.
The Judicial Committee continued to review its procedures for dealing with
positive medication cases by correspondence. The Committee has implemented measures which
should ensure further reduction in the process time while permitting better clarity of the
procedures.
The Judicial Committee noted that unauthorized withdrawal of competitors
definitely entered, especially when no acceptable explanation is provided or when competitors
choose to participate on the same dates in other events, causes substantial planning problems
and avoidable expenses to organizers. This behaviour is in contravention of Article 121 of the
General Regulation. A number of such cases were reviewed and the competitors sanctioned.
Following the recent creation by the IOC of the World Anti-Doping Agency (WADA) the
Judicial Committee was asked to review the FEI policy concerning medication control of
competitors. Procedures for further integrating of the FEI's regulations into the IOC
Anti-Doping Code were discussed with a focus on out-of-competition testing.
