RIDERS DOPE TESTED AT CHIO AACHEN (GER)
In conjunction with the CHIO in Aachen GER (11-16 July 2000), the FEI
together with the World Anti-Doping Agency (WADA) commenced the
anti-doping program for riders.
WADA has employed the services of the International Doping Tests &
Management (IDTM) to conduct a total of 2500 out-of-competition,
anti-doping tests for all Olympic sports prior to the Olympic Games in
Sydney.
32 Jumping riders and 18 Dressage riders were tested over two days (10
and 11 July). These riders were selected for out-of-competition testing
at random from the list of riders qualified for Sydney. The riders were
tested one day prior to the start of their respective competitions. The
substances which are prohibited for out-of-competition are:
- Anabolic Agents
- Diuretics
- Peptide Hormones/Mimetics/Analogues
- Prohibited Methods (blood doping; administering artificial oxygen
carriers or plasma expanders; pharmacological, chemical and physical
manipulation).
Thanks to all the help provided by the organisers of the event and to
assistance from volunteers, the testing was conducted successfully.
All the riders were extremely co-operative about the testing and several
expressed their enthusiasm at the initiative to ensure that our sport
remain one of the cleanest for our human athletes.

SILVER CAMERA AWARD
Tonight the winner of the “FEI/CHIO Aachen Silver Camera Award” for the
best equestrian photograph of the year will be revealed during the
“International Riders and Drivers Meeting”. The contest is supported by
the Sparkasse and DM 5,000 cash is awarded to the winner. The jury met
on Monday and included representatives of the riders, the media, the
Sparkasse and the FEI, as well as the well-known professional
photographer Jacques Toffi.
This is the second year that the Silver Camera is awarded. Last year it
was presented to Elisabeth Furth, who had taken an amazing picture of
Hugo Simon on the last fence of CHIO Aachen, when he realised he had won
the Pulsar Crown double and more than one million US dollars.

EVENTING COMMITTEE MEETING IN CHANTILLY (FRA)
The Eventing Committee met for its second meeting after the CIC of
Chantilly (FRA) at the end of June to finalise the Safety measures and
rule modifications following the “Hartington” International Eventing
Safety Committee report.
The Committee agreed on the following issues and amendments to be
implemented for the 1st of January 2001, pending acknowledgement of the
Executive Board during their meeting on 18 July 2000:
Standards for protective headgear will be set (the most commonly
approved government standards will be applied).
International riders’ licences will be progressively enforced – format
and contents are currently being studied.
The Committee agreed that OCs and appointed officials should be reminded
that the new “C” halt is compulsory. It was clearly established that
this halt was not optional for CCIs of a 2 star level and above.
A new concept to recognise “dangerous riding” was introduced in the
Rules; officials will now have the right and duty to act against a rider
who does not control his horse fully or master his riding during the
Cross Country Test. The following measures will be taken:
1st measure – warning
2nd measure – the addition of 10 penalties on Cross Country Test score
3rd measure – elimination
The Eventing Memorandum was now in the finalisation stage and would be
published shortly.
The rules concerning qualification for CCIs of all star levels had also
been finalised.
The full wordings for all the above mentioned modifications to the 1999
Rules for Eventing will be published in the FEI Bulletin and on the FEI
Web-site. In addition, a circular fax will be sent out to all NFs
involved in Eventing.
In addition to the modifications to the rules, the Committee discussed
the elaboration of CIC World Series expected to start in 2001 with a
final in the spring of 2002.
2ND FEI WORLD BREEDING DRESSAGE CHAMPIONSHIP FOR YOUNG HORSES
The second FEI World Breeding Championship Dressage took place from
22-26 June in the beautiful competition setting in Arnhem (NED) where
well over 5000 spectators followed the event throughout the three days.
Both the FEI and the World Breeding Federation took great interest in
the event through the presence of the FEI Secretary General, Dr. Bo
Helander and the Chairman of the Dressage Committee, Mr. Eric Lette, as
well as the World Breeding Federation’s Patron, H.R.H Princess
Benedikte from Denmark, its President, Mr. Jan Pedersen and a number of
Board Members.
Participation figures saw 13 countries in all this year’s FEI World
Breeding Championship, which means the number of participating NFs
doubled over last year. Participants came from as far away countries as
Australia, Canada and the USA.
38 rider/horse combinations from 11 nations took part in the five year
old class. In the six year old class 31 rider/horse combinations from 9
nations took part.
FIRST INTERNATIONAL JUMPING COMPETITION IN ARMENIA
The first international jumping competition in ten years was held in the
Armenian Capital of Yerevan on 7 – 9 July 2000. Riders from Georgia and
Bulgaria joined the local riders in a friendly international competition
held in the Yerevan Equestrian Centre, which is slowly being renovated
following years of inactivity.
The Armenian Equestrian Federation which became a full FEI member in
April this year have worked hard to re-establish equestrian sport in
their country. The FEI Development Department have helped by providing
training, some basic equipment and the services of the Iranian FEI
Course Builder and Judge Mr Rakhshan Radpour. The Caucuses region has
great potential, as in former times it provided the USSR with many of
its best riders and horses.
Following the success of the event, plans are already under way for next
years’ Competition which will be followed a week later by the first
international event to be held in Georgia since 1990.
2000 DEVELOPMENT PROGRAMME: FIRST TRAINING COURSE FOR JUMPING RIDERS AND
COACHES IN SOUTH AMERICA
Thanks to the assistance of the FEI Development Fund, a training course
for jumping riders and coaches was held in the excellent facilities of
the Club Hipico Paraguayo in Asuncion, Paraguay. Fifteen trainers and
riders from Paraguay and two from Chile attended the course organised
by the National Federation of Paraguay and conducted by Chairman of
Group VI Gen. Manuel Rodriguez Velis from Chile. This was the first
course ever held in this nation combined with a course for national
jumping judges. The trainers were taught the training work of a jumping
horse, i.e. dressage, gymnastic work. Riders and trainers should be
followed up in the future in order to bring them to a higher level. The
results were seen practically during a jumping event organised at the
end of the course.
